According to the draft decree, Russia will not sell crude oil to countries that have joined the price cap on Russian crude oil exports or, if the price cap is a condition in the contract or the reference price is equal to the price cap of $60/bbl.
The decree will be valid until 1 Jul 2023 and will apply for sales after 5 Dec.
The document is currently being finalised in the presidential administration.
