RUSSIA: RTRS-Putin Open To Ceasefire Talks If Ukraine Territory Gains Locked In

Reuters reporting that according to its sources, "President Vladimir Putin is ready to halt the war in Ukraine with a negotiated ceasefire that recognises the current battlefield lines, [...] saying he is prepared to fight on if Kyiv and the West do not respond." The report claims that according to the senior sources, Putin "had expressed frustration to a small group of advisers about what he views as Western-backed attempts to stymie negotiations and Ukrainian President Volodymyr Zelenskiy's decision to rule out talks."

  • Despite these comments, the prospect of ceasefire talks without a major shift in stance from one or more sides in the conflict remains unlikely. Ukrainian President Volodymyr Zelenskyy signed a decree in 2022 that says talks with Putin are "impossible", and that peace talks cannot take place on Russian terms. 
  • The Swiss-hosted peace conference to take place 15-16 June is seen as an initial attempt to reach an international agreement on what ceasefire talks could look like. Notably Russia has not been invited, potentially making the conference a moot point before it has taken place. China's attendance is also not assured. 
  • The demand of locking in the current Russian gains in the south and east of Ukraine, seen as non-negotiable for the Kremlin, make talks almost impossible without a significant change in territory either in Russia or Ukraine's favour.
