Russia's LNG Expansion Targets Facing Challenges

Russia’s aim to increase LNG capacity from 30mtpa to 110mtpa by 2030 faces challenges from restrained access to capital, lack of western technologies and marketing challenges according to IEA analyst, Greg Molnar.

  • Reaching the target would make Russia the world's third largest LNG exporter behind Qatar and the US, and ahead of Australia.
  • The first train of Arctic LNG 2 project is yet to load its first LNG cargo amid Western sanctions and despite starting production in December. Construction of train 2 is facing delays and train 3 is "on hold".
  • The Obsky, Murmansk LNG and Arctic LNG 1 proposed projects could increase Novatek's liquefaction capacity to around 77mtpa but none have reached FID. The projects are facing financing, logistical and marketing issues due to sanctions, and internal Russian issues.
  • First LNG from Gazprom’s 13mtpa Ust-Luga in the Baltic Sea is targeted by 2027/28 but no long-term contracts have been signed, and FID has not been reached.
  • The Far East LNG project remains broadly conceptual.
