RUSSIA: Tax Reform Backed Uniformly by Duma

  • Brazil and China have called for a joint Russia-Ukraine peace forum, recognised by both countries, to discuss proposals to halt the war. The proposal provides an alternative to the upcoming Swiss forum, which has not been acknowledged by Moscow. It is the first time China has signed a joint declaration with another country about the conflict. 
  • Local press remains focused on the decree issued earlier in the week on protecting national interests after the US law on potential seizure of Russian assets and seeks to take greater control of US interests owned by either individuals or businesses on Russian soil. 
  • Tax reform debates continue, with the Duma yesterday uniformly backing the introduction of progressive personal taxation - which is not expected to see public opposition. Revenues are to be distributed across regions directly, evening out social and economic "situations", with Vedomosti estimating Moscow, St Petersburg and Krasnoyarsk territories to remain beneficiaries. 
  • The CBR publish their business expectations survey later today as well as the release of their financial stability report. The CBR presser detailing the results is due at 2.30pm local time (1230BST).
