Russian Dep. FM: RUS-UKR Talks When Kyiv Shows Constructive Response

Russian state-run Interfax carrying comments from Russian Deputy Foreign Minister Sergei Ryabkov stating that Russia will return to negotiations with Kyiv when Ukraine 'demonstrates a constructive response'.
