Russia’s Stealth Tanker Fleet Refueling in European Waters: Platts

Russia’s growing “shadow fleet” of tankers transporting oil outside the G7 price cap is being refueled in EU waters, prompting fresh calls for a further clamp down, Platts said.

  • The EU wants to ban its ports from assisting vessels participating in "energy transport contrary to the objective of reducing Russia's revenue in this sector," Politico reported May 7.
  • At least 3.1k refueling or bunkering operations involving shadow tankers were observed in the EU, UK, and Norway in the year to April 30.
  • Waters off Greece and Malta saw the greatest shadow fleet, comprising 45% of the total.
  • The shadow fleet is now moving around 70% of all seaborne Russian crude, although represents just 10% of the global tanker fleet.
  • Refueling Russian tankers is currently not prohibited and at-sea bunkering in international waters is not covered by the price cap regime.
