Speaker Johnson's Government Shutdown Proposal Faces Conservative Test Today

16:00 ET 21:00 GMT: House Speaker Mike Johnson's (R-LA) plan to avoid a government shutdown will face its first test today when it comes up in front of the House Rules Committee, the panel which set the rules and agenda for House legislation, and where conservatives wield an effective veto.

  • Johnson’s bill, which calls for a ‘clean’ extension of funding but structured within an unusual ‘laddered’ proposal, is not substantially different to the one led to the ouster of former House Speaker Kevin McCarthy (R-CA). Johnson is likely gambling that his unconventional laddered plan and deep ties to the conservative flank of the GOP will give him sufficient political capitol to pass the package.
  • Rep Chip Roy (R-TX), a conservative on the Rule Committee, said on the bill: “My opposition to the clean CR just announced by the Speaker to the House GOP cannot be overstated. Funding Pelosi level spending & policies for 75 days - for future ‘promises.’”
  • If the bills passes rules, and then a subsequent vote on the rule in the House, it will likely still require Democrat support. White House Press Secretary Karine Jean-Pierre said in a statement: “This proposal is just a recipe for more Republican chaos and more shutdowns, full stop" - a message which appears out of step with Congressional Democrats who appear more open to bill.
  • Politico notes that Johnson’s backup plan is, “a yearlong CR with deep cuts to non-defense spending, reportedly at 8%.”
