US TSYS/BILLS: *** Traders describe "decent selling" of Tsys in early NY
consolidative action, but then Tsys jumped off the day's price lows around 10am
ET due to: 
- 1) Soft -1.3% July existing home sales, slowest pace since Aug. 2016; 
- 2) And NYMEX crude oil weaker off 1.38% recently, hurts energy stocks 
- 3) Perhaps some gradual re-positioning (buy Tsys/sell stocks) to quietly cut
risks lower ahead of the Friday Fed Chr Yellen 10am ET and ECB Draghi 3pm ET
speeches. Tsys definitely had asset allocation on Wednesday, in terms of buying
Tsys/vs. selling stocks, and it could be continuing in more muted fashion?
"There was heavy stock selling at 9:30am ET stocks open, and S&P Eminis got hit,
but now they have come back a bit," said one trader.
