Transition Of Power Begins, Constitutional Tribunal Issues Key Verdicts

  • Parliament tapped Donald Tusk to become Prime Minister, ending Law and Justice party's eight-year stint in power. The leader of the pro-EU Civic Coalition will deliver his policy speech (exposé) in the lower house this morning, which will be followed by a debate and a vote of confidence expected around 15:00GMT/16:00CET. The transition will be completed when President Andrzej Duda swears in Tusk's government on Wednesday morning, in time for the leader to travel for the EU-Western Balkans summit and the European Council summit.
  • The Constitutional Tribunal stroke down the judicial reforms passed by the outgoing coalition to unlock access to EU funds as unconstitutional. In a separate ruling, the Tribunal deemed parts of EU treaties allowing the Court of Justice of the European Union (CJEU) to impose financial penalties on member states. The verdicts may complicate the situation around the frozen EU funds earmarked for Poland.
