UK: UK PM Theresa May has secured 'legally' binding changes to the contentious
backstop ahead of today's crucial meaningful vote in parliament on her Brexit
deal. 
- The new changes have not involved a re-opening of the Withdrawal Agreement.
The new text complements the existing agreement.
- The changes do not provide the UK with a mechanism for exiting the backstop
unilaterally, an alternative technical solution or a time-limit. In that regard
it would seem that the proposed changes may only be cosmetic.
- Although there appears to be a legal way out of the backstop for both sides,
this is conditional on one party acting in 'bad faith', which could be difficult
to prove. UK Shadow Brexit Secretary has referred to it as an "interpretative
tool for legal purposes".
- Crucial today will be the legal opinion of Attorney General Geoffrey Cox, who
is expected to provide an update this morning.
