US refiner Valero still expects fuel demand in Mexico to grow, despite its aims for fuel self-sufficiency.

  • “Even with added capacity from the new Dos Bocas refinery, Mexico cannot generate enough diesel, jet fuel and gasoline to meet demand,” Valero Mexico General Director Carlos Garcia said. “There’s always going to be a need to import fuel into Mexico.”
  • Even with the new Dos Bocas refinery, Mexico will still face a ~500,000 bpd fuel deficit to meet current market demand of around 1.3 mn bpd, Garcia said.
  • Dos Bocas is expected to operate at 340,000 bpd in September but has been hit by numerous setbacks.
