Vessel Carrying Russian-Origin Diesel Blocked from Entry to Spanish Port

Spain has denied entry to a Singapore-flagged vessel into Tarragona port, due to the cargo of oil products originating from a Russian ship according to the Transport Ministry on 10 Feb.

  • The vessel had previously received the cargo via a STS transfer from a vessel which until 1 July had sailed under a Russian flag.
  • The Spanish Government is trying to take measures to stop or complicate ship-to-ship transfers of Russian oils in the waters near Ceuta although it has few options because the activity is taking place in international waters.
  • Reports in El Confidencial and Europa Press on 9 Feb suggest two local service providers have been warned by the Ceuta port authority not to assist Russian ships operating in international waters nearby.
  • The report suggests the service providers could be found in breach of the sanctions if they assist in ship to ship transfers that are taking place with regularity in the region.
