Biden & Putin Agree to "In Principle" Meeting, Provided No Invasion of Ukraine

  • Biden & Putin agree “in principle” on summit after calls with Macron on Sunday evening on issues related to the strategic stability and security in Europe,” i.e., Ukraine. Biden said the meeting would be held on condition that Russian does not invade Ukraine. Putin said US/NATO must “take Russian demands for security guarantees seriously.”
  • Blinken Lavrov are to meet on Thursday to prepare the summit. New satellite imagery shows new field deployments of armoured equipment and troops from Russian garrisons near Ukraine’s border indicating increased military readiness, after elite fighting units were also seen in Crimea over the weekend – Express, BBG
  • Russia says troops will not return from drills in Belarus as planned and will remain indefinitely so long as tensions persist in the Donbas. Shelling continued over the weekend with positions in the Donestk claiming numerous positions hit by Ukrainian forces, and a few civilians killed in the LPR.
  • Zelensky called for a ceasefire, saying that Ukraine supports peace talks within the trilateral Contact Group. Zelensky also called for a meeting with Putin. Russian Diplomat said West’s blind eye to shelling in the Donbas could provoke a Kiev to conduct a full-scale attack on the region and they should push Ukraine to implement the Minsk agreements.

  • Ukraine’s Defense minister said no attack is expected in the next two days as no Russian strike groups had formed near the border.
