CANADA: BOC makes second change on Monday to financial-market plumbing rules.
*Effective Tuesday BOC will allow Large Value Transfer System participants to
boost non-mortgage loan portfolio pledged collateral to 40% from 20%.
*Change applies to Standing Liquidity Facility.
*Also effective Tuesday, BOC raising target for minimum daily level of
settlement balances to CAD 1b, from CAD 250m.
*BOC "remains committed to providing liquidity as required to support the
functioning of the Canadian financial system."
