UK: Conflicting comments this morning on the progress, or lack thereof, on a
feasible Brexit deal. 
- From the European Commission some are seeing signs of progress. Confirmed that
official associated closely with NI backstop, Stephanie Riso (director of
strategy for chief Brexit negotiator Michel Barnier) is moving to become head of
cabinet for Commissioner-designate Sylvie Goulard. 
- Viewed by some as a signal NI backstop could be amended in order to provide
for checks away from border or other checks more acceptable to UK.
- However, could also be indication the EU views discussions on withdrawal
agreement as done and not able to be altered until after Brexit. 
- Irish foreign minister Simon Coveney states on Today programme that the UK has
not yet put forward "credible proposals" to replace NI backstop, even with the
submission of non-papers on September 19.
