Delay to New Investor in Sakhalin-2: Kommersant

The Russian government may postpone the selection of a new shareholder of the Sakhalin-2 LNG project to the end of Q1 2023 according to Kommersant.

  • A government decree said the buyer should be a Russian legal entity, have experience in operating LNG production of over 4mtpa, should have active charter contracts and at least 40m tons of international LNG trade experience. Novatek are a potential investor with no other company meeting the criteria.
  • The Russian government previously had 4 months from 5 Sep to find a replacement for Shell, which owned 27.5% in the new operator. Mitsui and Mitsubishi agreed to keep their stakes of 12.5% and 10% respectively while Gazprom holds the remaining 50%.
