MNI BRIEF: China To Promote Migrates' Rights, Reform Hukou System
China plans to promote public services for migrate workers while pushing reform to household registrations, or the Hukou system, and advance market-oriented reforms in monopoly sectors, said Han Weixiu, deputy director in charge of routine work at the Office of Central Financial and Economic Affairs Commission in a press conference on Friday.
The authorities will implement a system where public services are provided based on permanent residence registration, accelerate the urbanisation of the migrant workers, and improve social security systems for flexible employees and new employment forms for migrant workers, Han revealed.(See MNI INTERVIEW: China Eyes Significant Special Treasury Issuance)
Beijing will advance market-oriented reforms in monopoly sectors such as energy and railways, strengthen the growth of state-owned capital and enterprises and implement value-added accounting for the state-owned economy, he said.
China will also build a unified national market, which includes integrating urban and rural construction land markets, standardising national technology and data, and creating a unified electricity sector, he said.
