DIRCO Grants Immunity To Attendees Of BRICS Events, SARB Flags Sanctions Risk

  • South Africa's Department of International Relations and Cooperation (DIRCO) has granted diplomatic immunity to all foreign and international officials attending events surrounding the upcoming summits of BRICS foreign ministers and leaders. The decision was gazetted on Monday, hours after the main opposition Democratic Alliance filed to the Pretoria High Court to force the government to comply with an ICC arrest warrant against Russian President Vladimir Putin. It comes ahead of Russian Foreign Minister Sergei Lavrov's visit to Cape Town, where he will attend a summit of BRICS chief diplomats starting Thursday. A source told the Mail & Guardian that Lavrov will hold "high-level talks" about Putin's potential participation in the August summit of BRICS leaders. Bloomberg reports that the DIRCO clarified this morning that the immunities it granted "do not override any warrant that may have been issued by aby international tribunal against any attendee of the conference. However, South African officials continue to search for a solution to their dilemma. Earlier this week, Deputy President Paul Mashatile said that an inter-ministerial committee will be looking into the legal technicalities Putin's arrest warrant in the coming days, while SANDF chief Rudzani Maphwanywa said that the army would not arrest Putin if he came to the country.
  • The SARB warned that South Africa could face devastating economic consequences, if it was hit by secondary sanctions as its "neutral" stance on Russia's war against Ukraine "is perceived as unconvincing." In its latest Financial Stability Review, the central bank said that "the South African financial system will not be able to function if it is not able to make international payments in USD and it could lead to a sudden stop to capital inflows and increased outflows."
  • Eskom reinstated Stage 6 load-shedding from yesterday afternoon, moving to Stage 4 this morning, stating that this pattern will be repeated until further notice. The utility continues to struggle with generating capacity, with 10 units facing delays in being returned to service.
