New criteria under the European Net-Zero Industry Act may delay France’s offshore wind expansion, Aymeric Ducrocq, head of marine energies at utility EdF Renewables told Montel. 

  • The new act includes a clause to introduce non-price-related criteria to renewable energy tenders to protect and support Europe’s green sector against foreign competition.
  • EdF’s Ducroq argues that it may be difficult for developers to find appropriate equipment manufacturers that meet the criteria, which could delay construction.
  • “The specifications are aimed at developers, with obligations and penalties. But there are a lot of things that come down to the choice of equipment manufacturers,” he added.
  • France has launched its offshore wind tender for a combined offshore capacity of 2.5GW, located at the coast off South Brittany, in the Mediterranean and in the South Atlantic in July.
