Amid burgeoning pressure at home and from NATO to take a hardline stance on Russia, Biden may rather opt for a carrot and stick approach with Russia in the first stage of bilateral contacts – opting creating an effective platform for future dialogue, rather than burn bridges. Russia's fevered efforts to downplay expectations for immediate progress, de-dollarise and implement effective sanctions buffers bely underlying concerns of more sanctions in the pipeline, but a hardline approach may not currently be in the US' best interests. Here, we see Biden trying to deliver a moderately firm stance on key issues such as cyber security, regional aggression vs Ukraine & NATO and Navalny without deliberately aggravating geopolitical instability for the sake of domestic approval.
