FOMC removes "gradual increases" and "risks.....>

FED: FOMC removes "gradual increases" and "risks roughly balanced" while 
holding FFR rate at 2.25% to 2.50% on 10-0 vote. Says it can remain 
patient due "muted inflation" as well as watching financial 
developments, economic developments and emphasized data dependence.
- The FOMC also issued a statement on the balance sheet, emphasizing 
that the FFR remains it's primary tool, but saying they are open to 
adjusting their balance sheet normalization based on financial 
developments and economic conditions.
