This would go against broader perceptions, is he trying to say it was here all along to save face (remember it had been implicit up until now)? Kuroda had previously expressed his belief that there was no need to widen the band, while some suggested that such a move could point to a bit of a power shift within the BoJ board structure (namely towards BoJ Deputy Governor Amamiya).
