EUROPE: MALTA: Prime Minister Joseph Muscat announces his resignation as
international scrutiny over the 2017 murder of anti-corruption journalist Daphne
Caruana Galizia intensifies.
- In previous attempt to stem the tide of bad press against Muscat, two Cabinet
ministers and the prime minister's chief of staff resigned this week, with the
latter arrested on Tuesday and then released without charge. 
- A businessman Yorgen Fenech arrested on 20 Nov in relation to the murder has
asked for a pardon in exchange for information on alleged conspirators. Letter
from Fenech's lawyers to president asking for pardon say those he would give
evidence against were "close to the prime minister". 
- EU sending urgent mission amid concerns in Brussels that the country's rule of
law is under threat. This is something of an unprecedented step against an EU
and eurozone member state. Caruna Galizia had been investigating major
corruption at heart of Maltese state before her murder in a car bomb. 
- Muscat's centre-left Labour Party remains well ahead of conservative
Nationalist Party in opinion polling.
