McCarthy Will Bring CR To Floor If Rule Passes On FY24 Spending Bills

House Speaker Kevin McCarthy (R-CA) has told reporters that he will bring a Continuing Resolution to the floor, to avert a government shutdown, if House Republicans pass the rule on four FY24 appropriations bills today.

  • Chad Pergram at Fox News: "McCarthy says if they adopt the rule on the 4 spending bills tonight, he would put an interim spending bill on the floor which would also enhance border security... McCarthy doesn’t say what happens if his the rule on the spending bill fails..."
  • The House of Representatives will meet at 14:00 ET 19:00 BST to attempt to bring the first FY24 bill to floor. To open debate, the House must first pass the rule agreed by the House Rules Committee. This is usually an uncontroversial process, but conservatives have now defeated the rule three times during McCarthy’s eight months as Speaker - a move which is effectively a vote against his leadership.
  • McCarthy declined to comment on an alternate "clean" CR from the Senate but if McCarthy fails to move legislation today, the risk of a government shutdown will increase sharply.
