Executive Summary:

  • 13:00 ET 18:00 GMT: President Joe Biden is on the Hill lunching with members of the Senate Democratic caucus to stress the urgency of passing voter rights legislation. Today will be the most significant test of Biden's leadership so far and Democratic strategists are gambling on two potential positive outcomes - convincing his senators to support bypassing the filibuster (unlikely), and convincing his support base that he is willing to make a stand on key issues.
  • The House select committee investigating the unrest on January 6 at the Capitol has requested the ‘voluntary cooperation’ of GOP House Leader Kevin McCarthy. McCarthy has declined to participate and called the investigation ‘illegitimate’.
  • The Senate will vote on Ted Cruz's (D-TX) NordStream 2 sanctions bill. The bill is expected to fail but an alternate bill on sanctions proposed by Senator Robert Menendez (D-NJ) is expected to pass with bipartisan support at a later date.
  • The Organization for Security and Co-operation in Europe (OSCE) is holding talks on Russia and Ukraine today. This is the last summit in a packed week of diplomacy to resolve the Ukraine crisis.
