MNI POLITICAL RISK - Discharge Petitions Test GOP On Ukraine

  • Two discharge petitions which would bypass the authority of House Speaker Mike Johnson (R-LA) and bring legislation to fund Ukraine to the House floor went live yesterday. Minority Leader Hakeem Jeffries (D-NY) has whipped his conference to the support a petition, introduced by Rep Jim McGovern (D-MA), to force movement on the USD$95 billion Senate-passed foreign aid bill, but progressives are balking at approving unconditional aid to Israel.
  • A second petition, introduced by Rep. Brian Fitzpatrick (R-PA), has attracted enough GOP signatures to succeed if all Democrats sign on, but Dems are unhappy that economic and humanitarian aid has been cut from the slimmed down bill.
  • The House of Representatives is expected vote at 10:00 ET 14:00 GMT on legislation that would force ByteDance to sell the social media platform TikTok or face a de facto ban in the US.
  • President Biden and former President Trump have both crossed the threshold required to effectively ensure the presidential nominations of their respective parties.
  • Biden continues his swing state tour today with remarks in Wisconsin where he will unveil a USD$3.3 billion package of federal grants for infrastructure in the state.
  • The GOP majority in the House will shrink to two votes when Rep Ken Buck (R-CO) departs Congress at the end of the next week.
