US MUNIS: Moody's "confirmed the City of New Haven, Connecticut's general
obligation unlimited tax (GOULT) rating at Baa1 and assigned a negative
outlook," concluding its review begun on Oct. 16, 2017. "That review was
prompted by the state of Connecticut's (A1 stable) then ongoing budget impasse
and the significant cuts in state funding to the City of New Haven in the
executive order, which governed state spending during that impasse."
- That occurs due to New Haven's "limited financial position, which has been
bolstered in recent years by bond restructurings for cash flow savings," it
said. "Reliance on one-time saving measures, high fixed costs and cuts in state
revenues compound to challenge the city in making notable improvements in
reserve and cash levels. Positively, the city's tax base and local economy
remains strong, stabilized by Yale University and Yale New Haven Health."
