Parliament Convenes For First Meeting, Pro-EU Majority Set To Clash With Former Ruling Party

  • Polish parliament dissolved at midnight, paving the way for the newly elected legislature to convene at noon. The meeting will set the clock ticking on President Andrzej Duda's nomination for his PM candidate, which must be officially announced within two weeks, but may happen as soon as today. The head of state already said that he would give Prime Minister Mateusz Morawiecki the first shot at forming a government, which must be completed within two weeks from the nomination. Morawiecki's effort is doomed to fail and this should be evident after the first test of the new majority in parliament, with lawmakers set to elect Sejm (lower house) and Senate (upper house) Speakers and Deputy Speakers today. The coalition agreement signed by pro-EU parties on Friday signalled that PL2050's Szymon Holownia will become Sejm Speaker, while Civic Coalition's Malgorzata Kidawa-Blonska will be named Senate Speaker. There is speculation that the pro-EU majority could block the election of previous Speaker Elzbieta Witek of Law and Justice (PiS) to the position of a Deputy Speaker (each parliamentary caucus traditionally gets to appoint one Deputy Speaker), with her party threatening to leave their allocated seat vacant in such a case.
  • Polsat News reported that the first meeting of the Sejm could be extended to two days, with the final decision expected this morning. The news channel suggests that the emerging coalition is planning to adopt a resolution on the legality of the election of several Constitutional Tribunal justice by the previous majority. This would allow the pro-EU coalition to challenge the verdicts issued by the Tribunal in the past few years, including a highly controversial ruling on abortion law. Furthermore, the Left is planning to table two bills easing restrictions on abortion already at the first meeting of the new parliament.
  • DGP circulated a source report suggesting that the pro-EU coalition doesn't want to unveil its ministerial candidates too early, partly due to tactical reasons and partly because the Cabinet line-up has not been finalised. The newspaper suggests that the Civic Coalition looks set to appoint 8 out of 17 ministers, the Third Way will get 5 portfolios (3 for PSL and 2 for PL2050), and the Left - 2. DGP stresses that negotiations are ongoing, so this tentative allocation may change.
