  • At present there is a standoff in Congress, with Democratic leadership seemingly stating that the bipartisan infrastructure bill will only be approved if the Senate passes legislation (via the reconciliation process if necessary) to increase spending in other areas - such as climate change and childcare. The White House initially supported this stance, but then rowed back following a GOP backlash.
  • Congressional Republican leadership, for its part, has said that the two bills - the bipartisan deal and the larger Democrat spending plan - must be take separately rather than together, resulting in the current impasse.
