Putin-Kim Meeting May Take Place As Soon As Tomorrow

Wires reporting that North Korean leader Kim Jong-un has departed North Korea ahead of an expected meeting with Russian President Vladimir Putin which may take place as soon as Tuesday, September 12 on the margins of the 8th Eastern Economic Forum in Vladivostok.

  • The White National Security Council took steps last week to declassify intelligence suggesting the two leaders planned to meet and discuss an arms deal which they claim would violate UN Security Council resolutions on North Korea.
  • A deal is likely to consist of the transfer of North Korean artillery munition, of which Pyeongyang has an has enormous stockpile, in exchange for satellite technology and supplies of food.
  • The transfer of advanced tech could help North Korea further accelerate its long-range ballistic missile programme, understood to include a new nuclear submarine based on a Soviet-designed Romeo-class hull, capable of delivering tactical and strategic nuclear payloads.
  • Further military cooperation between Moscow and Pyeongyang is likely to further destabilise the Korean Peninsula and decrease the prospect of talks to denuclearise North Korea - a key objective of the Biden administration.
