Ramsden: QT would continue in the background even if Bank was cutting rates

Ramsden asked about cutting rates while QT is ongoing. He says there is a communication challenge but says that they would have to find a way to communicate that QT would continue as planned, and that a cut in rates would not lead to any change in QT (as it runs in the background).
