REFINING: Russia's Idle Refining Capacity to Reduce Throughout October

Russia's offline primary oil refining capacity is expected to fall by around 15% in the late October compared to the first 15 days of the month, according to Reuters calculations. Russia autumn maintenance peaked with idle capacity of 192,000 tons on Sept. 22.

  • Idle capacity is seen averaging 131,500 metric tons per day from Oct. 16 -31 compared to 155,000 tons a day in the first half of the month. Offline capacity was 170,000 tons a day at the beginning of October but could fall to 125,000 tons per day by month end.
  • Russia plans to take 4.4mn metric tons of refining capacity offline in October – a 10% increase on the prior plan according to Reuters calculations. The revision may also result in higher crude loading volumes from Russia’s western ports in October.
  • For November, Russia's idle primary oil refining capacity is seen at 1.2 million tons but may rise to 1.8 million tons if maintenance is extended.
