Russia Has No Current Plans to Ease Remaining Diesel Restrictions

Russia has no current plans to ease remaining restrictions on diesel exports according to Deputy Prime Minister Alexander Novak via Bloomberg

  • “There are no decisions yet,” said Novak. “But if there are any problems, they will be considered by the Energy Ministry.”
  • Some restrictions remained in place despite the easing of the ban on most exports in early October.
  • The ban was being lifted for seaborne exports delivered to the Russian ports by pipeline, provided manufacturers supply at least 50% of its diesel production to the domestic market. Diesel supplies via railways remain banned.
  • Russia plans to fully restore downstream payments to refiners from October after halving them last month. A government decision on how to finance higher subsidies for domestic supplies of diesel and gasoline is expected “in the near future.”
