RUSSIA: New PM Kishida, Pres Putin Agree To Treaty Talks

Kyodo News reporting that following the first telephone call between newly-installed Japanese PM Fumio Kishida and Russian President Vladimir Putin earlier today the two nations will seek to advance peace treaty talks between the two nations. Talks have dragged over decades regarding islands to the north of Hokkaido that both Japan and Russia claim as their territory.

  • The southern Kuril Islands/Northern Territories have been occupied by Russia since the end of WWII when they were seized by Soviet forces.
  • The two agreed to advance talks based on an 1956 joint declaration that intends two of the islands to return to Japan and two to remain in Russian hands.
  • While the islands are remote, they are viewed as strategically important by both gov'ts, and as such have proved a major obstacle to improving Russo-Japanese relations. Should an agreement be reached it could presage closer ties and trade links between the two.
