Russian Diesel Floating Levels Rise to Highest Since 2017

Russian diesel supply is starting to pile up on tankers, with an average of 6.2mn barrels of diesel floating in the ten days to 17 March, Kpler data showed, the highest since 2017.

  • The reason behind the supply glut is not clear but the ramping of US sanctions on Russian Sovomflot vessels could be a reason.
  • Diesel April loadings from Russian Baltic and Black Sea ports are likely to decline due to refinery maintenance and Ukrainian attacks on Russian oil refineries.
  • Russian diesel exports slipped to just over 600kbpd in the first week of March, compared with 675kbpd in February, industry data showed.
  • Sergei Vakulenko, a scholar at the Carnegie Endowment for International Peace, estimated that drone attacks are likely to reduce Russian diesel output by 6-8%.
  • Exports of diesel and fuel oil could each fall by 1200-150kbpd, he added. IEF’s Kondratiev sees diesel exports falling by 70-100kbpd.
