SPAIN: Snap elections on Nov. 10 set to deliver another hung parliament. 
- PM Pedro Sanchez and his centre-left PSOE unable to form a coalition before
deadline following previous election in April 2019. 
- Sanchez's party polling well, and on course to increase seat total from 123 to
125-140, still well short of 176 needed for majority. 
- Main opposition centre-right PP faring better, with polling indicating seat
total rising from 66 to 78-90. However, even with support from centrist Citizens
(recording sharp declines in polling) and right-wing VOX they're unlikely to win
overall majority. 
- Best hope for a gov't is a PSOE administration supported by far-left Podemos
(polling around 35-40 seats) and small regional parties. Would require
concessions from PSOE on both ministers for Podemos and shift to the left in
gov't policy. Could signal softening of gov't stance towards Catalan
independence, Podemos most amenable major party towards separatists. 
- Prospect remains of yet another failure to form a gov't, prolonging
uncertainty.
