So What's Left for EU to Decide on Hungary?

  • In the process of debating the un-freezing of cohesion funds, Netherlands and Sweden pushed for the EU to maintain a full suspension, but eventually a French-German proposal to unlock funding proportional with legislative progress (hence €6.3bln remains frozen, with €1.2bln unlocked) met a qualified majority.
  • Poland raised objections to the deal before it found a majority, but are expected to lift their opposition before meetings tomorrow. This means the full €7.5bln could be unlocked, but will likely remain heavily conditional, with diplomats supposedly working on the mechanics already.
  • The moves mean Thursday's EU Summit will avoid the awkward scenario of a stand-off between PM Orban and the rest of the Union on Ukraine funding.
