Stopgap Measure Likely As Lawmakers Fail To Agree On Govt Funding

  • Despite negotiations throughout the weekend, lawmakers have failed to reach an agreement on topline spending as the February 18 deadline to pass an omnibus looms.
  • Democrats have blamed GOP obfuscation for an ongoing failure to fund the government. Senator Chris Murphy (D-CT) said: ‘What's preventing us from getting a deal is a lack of agreement on top lines [and] what's frustrating is that Republicans refused to engage in any conversation about toplines for most of the end of last year.’
  • House Majority Leader Steny Hoyer (D-MD) has said that Congress will likely have to pass a stopgap spending bill to give them more time to reach a larger, long-term funding agreement: ‘Well, we'll get something done. It will probably be a short-term [continuing resolution] and it will be this coming week to give us a little more time …Negotiations are very vigorous, and I think we're going to get agreement on the topline and how it will be spent, but it's not there yet.’
  • The government is currently operating on a stopgap funding measure passed in December and more delays will not be welcomed by progressive Democrats who want to remove Trump-era policies and the Pentagon who claim a year-long stopgap will severely impact military readiness.
