UK public sector borrowing in December hit its highest level in two 
years, suggesting a halt to the dramatic fall in borrowing levels 
earlier in 2018. Year-to-date (YTD) borrowing decline by 26.7%, a more 
shallow improvement than the 40% decline recorded over the summer. YTD 
borrowing has exceeded the OBR's full-year target of  stg25.5bn. 
However, over the past two years, the surplus in January and February 
has averaged stg8.4 billion. Should this occur again, borrowing could 
move back towards the OBR's projection.
