US to Issue Guidance on Russian Oil Price Cap

  • The US government plans to issue guidance on a Russian oil price cap that takes effect on Dec 5 in the coming days, Reuters reports, but it was not immediately clear to Reuters if the guidance would specify the price cap.
  • Russia is discussing possible prisoner swap with US, Russian Deputy Foreign Minister Ryabkov said, according to Interfax. Viktor Bout is among those whose exchange is being discussed. Despite the dialogue, in response to a question on whether there are plans for further contact with the US, Russia said they have nothing to say about Ukraine to the US.
  • A ruling by an arbitration panel in Stockholm is keeping alive a dispute between Russia and Finland over payment for natural gas supplies, Bloomberg report. The export arm of Gazprom on Thursday said the tribunal determined that Finland’s Gasum Oy faces a bill of more than €300 million ($311 million) for an outstanding debt related to the supplies. A day earlier, Gasum said the ruling showed it didn’t have to pay Gazprom in rubles.
