Where S. Africa's Major Parties Stand Ahead Of Phala Phala Vote

The list below highlights the stances of South Africa's major political parties (with number of parliamentary seats in brackets) on the upcoming vote on the Section 89 report. The National Assembly is set to hold the vote during an in-person sitting next Tuesday.

  • ANC (230): The National Executive Committee (NEC) resolved to instruct ANC MPs not to support the Phala Phala report as it is challenged in the Constitutional Court, on the President's request. It said that President Ramaphosa has not offered his resignation and the party has not told him to step down.
  • DA (84): The Democratic Alliance has called for a fresh election, arguing that President Ramaphosa lost his mandate to govern. It will vote in favour of the Section 89 report to allow for a "deeper interrogation of the matters relating to the Phala Phala scandal."
  • EFF (44): The Economic Freedom Fighters said that Ramaphosa "must be removed as a matter of urgency," adding that Deputy President Mabuza will be President by Christmas. EFF leader Julius Malema called on the DA to file a motion of no confidence in President Ramaphosa, in their capacity as official opposition.
  • IFP (14): The party said that the President "jumped the gun" by lodging his legal challenge to the Phala Phala report, as he could have equally well challenged its findings in Parliament. The party will vote in favour of the report and called upon ANC lawmakers to "use their discretion" and follow suit.
  • FF+ (10): The Freedom Front Plus joined the Forum of Opposition Political Parties calling to hold President Ramaphosa accountable.
  • ACDP (4): The ACDP criticised the decision to vote on the report by open ballot, which it said would incentivise discipline among ANC lawmakers in defending President Ramaphosa.
  • UDM (2): The United Democratic Movement considers the President's petition to the Constitutional Court to be "a tactic (...) to delay his inevitable impeachment and removal from office (...) until the ANC conference next week." The party believes that Parliament should go ahead with the impeachment vote next week.
  • ATM (2): The ATM said it will challenge Ramaphosa's Section 89 report review application, without providing further details. It was the driving force behind establishing the Section 89 panel and supported voting by secret ballot.
