Alternate Nordstream2 Proposal to Convince Senate to Oppose Cruz Bill

White House officials are on Capitol Hill today to convince Senate Democrats to vote against the Ted Cruz (R-TX) bill for sanctions on Russia’s Nord Stream 2 pipeline. Cruz’s sanctions bill is set to be voted on in the Senate this week.


  • Democrats who oppose the Cruz bill, including President Joe Biden, have argued that the sanctions proposed by Cruz would undermine the multilateral diplomatic talks with Moscow, Ukraine, and NATO allies to resolve the Ukraine crisis.
  • One strategy for convincing Senate Democrats to vote against the Cruz bill could be an alternate bill being drafted by Senate Foreign Relations Chairman Robert Menendez (D-NJ). The Menendez bill would only impose sanctions if Russia invaded Ukraine.
  • Senate Democrats have generally been in favour of imposing sanctions and the alternate bill could provide a pathway to sanctions which will still allow for leverage on the pipeline in talks with Moscow in Europe this week.
