Biden Admin Considering New Chip Restrictions On China

US-CHINA

MNI London: Bloomberg reportingthat the Biden administration is considering, “further restrictions on China’s access to chip technology used for artificial intelligence, targeting new hardware that’s only now making its way into the market.”

  • The report states: “The measures being discussed would limit China’s ability to use a cutting-edge chip architecture known as gate all-around, or GAA, according to the people, who spoke on condition of anonymity because the deliberations are private. GAA promises to make semiconductors more powerful and is currently being introduced by chipmakers.”
  • Bloomberg reports that sources are unclear when a final decision will be made as, “they’re still determining the scope of a potential rule,” including whether US companies should be restricted from selling certain chips to China.
  • The report notes that shares in Nvidia, Intel, Advanced Micro Devices, Samsung, and TSMC – companies which are looking to produce chips with GAA design – dropped after the report was headlined.
  • The report comes ahead of the G7 leaders summit in Italy, where leaders are expected to present a united front against Chinese capacity in green technology and discuss regulation of artificial intelligence, which Italian Prime Minister Giorgia Meloni has made a priority of her stewardship of the G7.
  • VOA notes that concurrently: "The European Commission is expected to soon announce planned tariffs on Chinese EVs. The action could prompt retaliation from Beijing, which accuses the West of hyping overcapacity claims to blunt China’s competitive edge."
