Biden Outlines Three Phase Proposal For Immediate Ceasefire In Gaza

US President Joe Biden has delivered major remarks at the White House to "lay out the terms" of a new ceasefire propsal which Israel has delivered to Hamas via Qatari intermediaries.

  • Biden says Israel has offered a "comprehensive new proposal," which can deliver a "durable end to the war in Gaza," and "set the stage for a political settlement."
  • Biden says the proposal is "a roadmap to an enduring ceasefire and the release of all hostages."
  • Biden says the proposal has three phases, "the first [to begin immedidiately] would last for six weeks," and include a "full and complete ceasefire and withdrawal of Israeli forces from all populated areas of Gaza. Release of a number of hostages including women, elderly, and wounded in return for the release of hundreds of Palestinian prisoners."
  • Biden says, "Palestian civilians would return to their homes... in all areas of Gaza including the north. Humanitarian aid would surge..."
  • Biden says "during the six weeks of phase 1" Israel and Hamas would negotiate getting to phase two which is a "permanent end to hostalities."
  • Biden notes there are "a number of details to negotiate" to move to phase two but says under the proposal the ceasefire would be extended if negotiations drag out.
  • Biden says during phase three of the proposal a "major reconstruction plan for Gaza would commence" and include the exchange of any remains of deceased hostages.
  • Biden says the "offer is on the table" and "it is what we need." Biden states that Israel can submit this proposal as they have decimated Hamas to such an extent that they are, "no longer capable of carrying out another October 7.
  • Biden notes: "I know there are those in Israel who will not agree with the plan and will call for the war to continue indefinitely. Some are even in the government coalition and they have made it clear they want to occupy Gaza..."
