- As well as laying out his reasons for withdrawing from the presidential race, Biden is likely to use the speech as an effort to boost VP Kamala Harris' candidacy (which he was swift to endorse), attack Republican candidate former President Donald Trump, and lay out the objectives for his remaining six months in office.
