CANADA: BOC Sr Depty Gov Carolyn Wilkins says 2019 has gotten off 
to challenging start. US-China trade conflict, Brexit, Canada's housing, 
oil, 'top of mind for all of us'. Wage gwth not as fast as expectd. But 
2Q GDP growth pickup should lead to wage gwth pickup. Tax changes should 
lead to more biz investment. Canada's natural unemployment rate 
5.5%-6.5%. Wage growth averaged 2.5% in 2018, should be around 3%. Skill 
mismatches, workers caution, structural factors, slowing wage grwth, 
although job mkt 'in good shape' by many measures. Wage gains in 
energy-intensive regions lag rest of Canada. Speech to the Toronto
