Borrell: China Digital Dependency Greater Than Russia O&G Dependency

Wall Street Journal's Laurence Normal has reported comments from EU High Rep for Foreign Affairs and Security Policy stating that "European digital dependencies on China are bigger than the continent's previous hydrocarbon dependencies on Russia," after of a key meeting of EU diplomats in Stockholm, Sweden expected to define the parameters for the EU debate on China.

  • Borrell says this week’s EU paper on China is a “recalibration” of the bloc’s approach to Beijing, adding "the degree to which China is changing with nationalism and ideology on the rise; the hardening of the US-China competition affecting all policies areas; and the fact that China is a key player in regional and global issues."
  • Politico reports that, the document, "comes at a crucial time for the EU as it navigates an increasingly complex relationship with China."
  • According to the document: “Systemic rivalry may feature in almost all areas of engagement. But this must not deter the EU from maintaining open channels of communication and seeking constructive cooperation with China […] Such cooperation can serve to break through a growing self-induced isolation of the Chinese leadership but most importantly should advance the EU’s core interests.”
