UK: Chancellor: We were elected on a manifesto that promised to meet a specific
set of fiscal rules. Today's Budget is about delivering our promises. Today the
OBR report a current budget surplus in every one of the next five years. And in
the  target year of 2022-23, we have fiscal space of nearly gbp12bn. What does
that mean for borrowing and debt? The OBR forecast that borrowing will increase
slightly from 2.1% of GDP in 2019-20 to 2.4% in 2020-21 and 2.8% in 2021-22. It
falls to 2.5%, 2.4% and 2.2% in the following years
