China Should Prepare for Faster Aging Population: Herald

China should initiate top-down planning to respond to declining birth rates and the accelerating aging population, including letting more farmers join the urban job markets, the 21st Century Business Herald said in an editorial. China should seek to keep migrant workers in cities, promote agricultural modernization and strengthen investment in education, the newspaper said. China should also encourage consumption and address expensive housing which prevents young people from marrying and childbirth, the Herald said.
