Der Spiegel-Commission Set To Recommend EU Funds Withheld

Earlier this afternoon Markus Becker at Der Spiegel: "EU sources: Commission likely to announce at ~16:00 that Rule of Law reforms in Hungary still not enough, and that they will again recommend member states withhold EUR7.5 bn from Orban. So now ball is back in the EU council's court."

  • Following the Commission recommendation, a decision must be made by the European Council by 19 December or the funds will be disbursed to Hungary as planned.
  • Media speculation is that member states, including France and Germany, are seeking to push back on the idea of EUR7.5bn being withheld from Orban's gov't due to rule of law violations, and instead are advocating for a smaller amount.
  • EUCO leaders' summit on 15 Dec could prove the time for a full decision to be made. Needs a qualified majority (55% of member states representing 65% of EU population) to pass.
